Property Reassessment

All things change with time. Lackawanna County’s assessment system is no exception. Lackawanna County has contracted with Tyler Technologies to conduct a reassessment project to update property assessments from a base year of 1968, providing an efficient technical process with current, accurate property values.

So, what's next? Property owners should be on the lookout for our data collectors beginning mid-to-late summer. They will be making their way through Lackawanna County, visiting the more than 107,000 parcels on record, measuring improvements on each property and collecting data. Data collectors may also ask residents/occupants several questions about a property. The purpose is to get as much information about a given property so our teams can accurately compute every parcel's value. The process should last through 2025.

Once the data have been collected, each property owner will receive a data mailer with the information that was collected for verification of accuracy. Property owners should receive mailers in early 2023.

Upon receiving the data mailer, property owners are asked to notify the County if any errors are present, or if assessors missed some other pertinent information. This is a critical step in any transparent reassessment process. Accurate information ensures the most accurate value for your property.

Once all information is collected and data mailers have been returned and reviewed, Tyler Technologies will then analyze the data. Property owners will receive their tentative assessment notices in the fall of 2024. Property owners should follow the instructions on the informal notice to review your tentative property values and schedule an informal review if necessary.

Timeline

  • Late Spring/Early Summer 2022: A small Tyler crew will start setting up an office in the Lackawanna County Government Center and begin hiring local people to collect data on all of the county’s approximately 107,000 real estate parcels.
  • Mid-to-late Summer 2022: Tyler staff will begin collecting property data in neighborhoods. Data collectors will be visiting properties and speaking with occupants to ask questions about properties, but will not enter a building without permission or force someone to answer questions.

  • Spring/Summer 2023: Tyler will begin mailing updated property assessment data reports to property areas. This will continue in phases until all areas of the county has been visited and documented.
  • Spring 2025: Tyler must be done evaluating.

  • Spring 2025: Tyler will mail notices of tentative values to property owners for all properties. Owners will have an opportunity to meet with Tyler staff for an informal property review of their new, tentative values.
  • Mid-Summer 2025: Notices of assessment values will be mailed to all property owners.  Owners will have the option to file a formal appeal with the county Board of Assessment. The appeals will likely last into October.
  • Nov. 25, 2025: Tyler’s contract ends. By then, final valuations must be certified.
  • Jan. 1, 2026: New property values go into effect so the county, school districts and municipalities can use them to calculate taxes.
