Reassessment Project
Lycoming County last reassessed the entire county in 2004. Twenty years have passed since the last reassessment and the assessments in the County are getting older and out of date. Over time, trends in the market have caused property values to become inconsistent and unfair. While one neighborhood may be growing, another maybe in decline. This results in taxpayers paying more or less than their fair share of the tax burden.
Studies conducted annually by the State Tax Equalization Board show a disparity between the county assessed values & recent sales prices. This brings on more appeals which in turn leads to a further lack of uniformity.
Reassessment is needed when the property values used to make up the tax base are inconsistent, unfair and/or too old to reflect current market trends and changes in the value of real estate. Reassessment cannot be used by the County, or any other taxing body, as a means to collect increased revenue. It is simply a tool to equalize assessments and ensure, once again, that all taxpayers are paying their fair share.
This is why Lycoming County has contracted with Tyler Technologies to conduct a reassessment of Lycoming County.
Property owners will be receiving value mailers in March of 2027. Follow the instructions on the informal notice to review your tentative new assessment for your property and schedule an informal review if necessary. Tyler’s data collection staff has completed the initial data collection process in many of the municipalities within the County. That data has been compiled, and Data Mailers are being prepared for all residentially improved properties. Those Data Mailers will be mailed out to the owners for their review, and we ask that property owners correct any information that is not correct and return the form to the Tyler Technologies project office so the record can be updated prior to tentative values being set. Changes can be made directly on the form and then return it to the project office:
- By mailing it to the address on the form: Reassessment Office, c/o Tyler Technologies, Inc., 48 West Third Street, Williamsport, PA 17701
- Scanning, or taking a picture with your phone, and emailing the form to the project office at: [email protected]
- Dropping off the form to the project office: 33 West Third Street, 6th Floor, Williamsport, PA. Office Hours: Monday-Friday 8:00-4:30
Property owners can also utilize the SmartFile feature to make the changes. Scan the QR code on the Data Mailer to register your email address. Once you receive the confirmation email that you are registered with SmartFile, you can log in and enter the PIN code on the Data Mailer to be taken to the property record to make changes.
If there are no changes or corrections that need to be made to your record, you do not need to return the document.
