Beginning on May 18, 2026, Tyler Technologies will begin the data collection phase of the revaluation project. A data collector may knock on your door, request entry to the property, and ask general questions about the property, such as:

  • How many bedrooms/bathrooms are in the house?
  • Does the home have central air conditioning?
  • When was the home most recently remodeled/renovated?

Data collectors are also authorized by the Town of Manchester to take exterior measurements of the home if no one is home.

Data collectors will carry a photo ID at all times, and their information will be known to the local police department and assessor’s office. While you are not required to allow data collectors inside your home or answer their questions, we do ask that you cooperate with this process to the extent you are comfortable.

Property Reassessment

The Town of Manchester has contracted with Tyler Technologies to conduct a reassessment project, updating the assessed values for all real property in the Town. The reassessment is mandated by the State of Connecticut, which requires that all cities and towns revalue property every five years. The effective date of the previous reassessment was October 1, 2021, and this project will value all real property as of October 1, 2026.

The purpose of conducting the reassessment is to maintain fairness and equity in local property taxation. Real estate markets change over time, and these changes can lead to tax inequities if assessed values are not updated regularly. Although the reassessment may result in changes to the property tax of individual property owners, this process is revenue-neutral and unrelated to the overall amount of property tax levied by the Town of Manchester.

The reassessment project includes a process of data collection for some properties in the town, including ones that have recently sold or that have recent building permits. A Tyler Technologies data collector may visit your property. During this visit, the data collector may ask questions about your property, request a walk-through of the interior, and measure the exterior. All data collectors will carry proper identification. Most properties in the Town will not be visited by a data collector during this project.
