Property Reassessment
The Town of Mansfield has entered into a contract with Tyler Technologies to facilitate the compilation of the October 1, 2024, Town-Wide Revaluation, as mandated by the Connecticut General Statutes. In this context, "Revaluation" or "revalue" refers to determining the present true and actual value of all real property in a town as of a specific assessment date. This involves the systematic appraisal of groups of properties on that date, employing standardized procedures and statistical testing.
The primary objective of Revaluation is to rectify any assessment inequities that may have arisen since the last revaluation, ensuring a fair distribution of the local tax burden.
Data mailers were mailed to Mansfield Residential Property owners of record in February 2024. This step remains critical in the assessment process, as accurate data ensures the most precise property valuations. All returned forms have been thoroughly reviewed and reconciled with assessor property records.
Income and Expense forms were mailed to Mansfield Commercial Property owners of record in February 2024 with a return deadline by June 1, 2024 to the assessor. Commercial Income and Expense statements are confidential and not open to public inspection. However, this remains a critical step in the assessment process to derive fair and equitable valuations for income producing properties. The assessor considers contract rents and expenses with market rents and expenses in the development of appropriate capitalization rates for each commercial property type.
Data collectors commenced interior and exterior property inspections April 2024 pertaining to building permits, recently sold properties, unreturned data mailers and to capture updated photos. The data collector’s goal was to gather comprehensive information about each property, enabling our teams to accurately calculate the value of every parcel.
With all the data collected, an extensive field review of all properties town-wide commenced in June 2024. The purpose of the field review is to visually verify that property features attributable to each property type are accurately and uniformly listed in assessor records. The majority of this work has been completed.
Tyler Technologies in collaboration with the Assessor are in the valuation review process. Preliminary valuation conclusions are being tested against acceptable technical standards for mass appraisal.

The project is expected to be completed and the assessor’s grand list certified by February 28, 2025. Assessment notices will be mailed to property owners on record as of October 1, 2024 at their last known address on file with the assessor, by March 10, 2025.
